Mississippi Valley
On behalf of Iowa’s Promise and the Iowa Collaboration for Youth Development, Governor Tom Vilsack’s Office announced in August 2005 that Dubuque County had been selected as a Community of Promise in recognition of their collaborative programs on behalf of children and youth.

The Community of Promise designation enables the community to build awareness around local youth development efforts, form a unified voice for activism, and recognize and strengthen the assets for children and youth in the community.

“Mississippi Valley Promise” is striving to build character and competence in all children and youth through the delivery of the Five Promises of America’s Promise: Caring Adults, Safe Places, Healthy Start and Future, Marketable Skills, and Opportunities to Serve.

“Mississippi Valley Promise” has congregated 49 organizations, businesses and individuals who have committed to working to improve the lives of children in the Dubuque community. They also work with the local public schools and area colleges and universities.
